MEDICAL SPECIALIST OUTREACH PROGRAM

MSOAP

MSOAP: Medical Specialist Outreach Assistance Program

MSOAP was established to improve the health outcomes for rural Australians by increasing access to medical specialist services.
MSAOP also pays visiting specialists to provide up skilling (education) and/or professional support to local GPs.

The MSOAP initiative is funded by the Australian Government Department of Health and Aging with QDGP acting as the fund holder. QDGP currently funds multiple outreach services to 42 communities in Queensland. In Mackay MSOAP services include:

CARDIOLOGY - MACKAY

Dr Adam Cannon is a highly regarded Cardiologist from Townsville Cardiovascular Associates. Dr Cannon has been visiting Mackay for several years and is now part of the Medical Specialist Outreach Assistance Program (MSOAP). He has recently expanded his outreach services to Mackay with the purchase of an echocardiography machine and the addition of an echocardiography technician to service their Mackay cardiology patients.

Dr Adam CannonDr Adam Cannon

Dr. Cannon graduated MBBS from Flinders University in 1981. He trained in Internal Medicine at the Flinders Centre before completing Cardiology Training at the Royal Prince Alfred Hospital in 1989. He subsequently undertook a two-year Fellowship in Interventional Cardiology at the University of Alabama Medical Centre in Birmingham Alabama, where he then served as an Assistant Professor of Medicine and Interventional Cardiologist. He returned to Australia in November 1993 as Interventional Cardiologist and Director of Cardiology at the Townsville General Hospital. He commenced private practice in 1998 and had practiced at the Mater Private Hospital since that time. He continues to work at The Townsville Hospital as a VMO Cardiologist. Adam practices General Cardiology with a special interest in Interventional Cardiology, particularly coronary angioplasty and stenting. Adam also has substantial experience in carotid and renal artery angioplasty.

Dr Sean Latouf Dr Sean Latouf

While doctor Dr. Sean Latouf is not currently funded by MSOAP he does undertake outreach services to Mackay on a regular basis from the Townsville Cardiovascular Associates. Dr Latouf joined Dr Cannon to further increase services to the region in August 2004. Dr. Sean Latouf graduated MBChB from the University of Pretoria in South Africa in 1933. Internal medicine training was undertaken at the University of Cape Town from 1987, with Fellowship of Collage of Physician of South Africa in 1989. After completing training as a senior Registrar in cardiology in 1992 before pursuing a two-year fellowship in Interventional Cardiology at the University of Rochester in New York. Sean was Director of Cardiac Cath Lab at the university of Cape Town from 1995 until mid-1998 before commencing private Practice in Cape Town. Special interests are Interventional Cardiology, heart failure and valvular heart disease. Dr Latouf relocated to Townsville with his wife Deborah, a native of W.A. in August 2004. He also has VMO appointment at The Townsville Hospital.

GERIATRICIANS - MACKAY

The Royal Adelaide Hospitals, Department of Geriatric and Rehabilitation Medicine is at the leading edge of Geriatric and Rehabilitation services in Australia. They provide a range of facilities and services to the Adelaide community and outreach services to the Mackay region. Geriatric Medicine is the specialty concerned with all aspects of health and illness in the elderly. It covers the clinical, social, psychological, preventive and rehabilitative aspects of health care.

Dr Robert Penhall Dr Robert Penhall

Dr Robert Penhall MBBS D(Obst)RCOG FRACP MRACMA FAAG is the Director of the Department of Geriatric and Rehabilitation Medicine, Royal Adelaide Hospital, and Medical Director, Metropolitan Domiciliary Care. He has two appointments to the University of Adelaide as Clinical Senior Lecturer in both the Department of Medicine and the Department of Clinical and Experimental Pharmacology and is Adjunct Senior Lecturer, Flinders University. He is visiting Geriatrician to Murray Bridge, Alice Springs and Tennant Creek and Consultant Geriatrician to Resthaven Inc. He is a Florey Medical Chapter Board Member of the Alumni Association University of Adelaide and a Board Member of Active Aging, South Australia. He is a Past National President of the Australian Society for Geriatric Medicine and immediate Past State President of the Australian Association of Gerontology. He has over 50 publications and is a Fellow of the Australian Association of Gerontology. Head Physician, Health and Exercise in Ageing.

Dr Peter Bastian Dr Peter Bastian

Dr Peter Bastian obtained his primary degree from the University of Adelaide Medical School in 1969, having obtained a B.Med.Sc. en passant. Dr Bastian worked in the Royal Adelaide Hospital after graduation, and while there gained the M.R.A.C.P. He was subsequently awarded the F.R.A.C.P. After two and a half years working as a Senior Registrar in nephrology at the Queen Elizabeth Hospital (S.A.) and the Royal Newcastle Hospital (N.S.W.) he returned to Adelaide to join the Eastern Regional Geriatric and Medical Rehabilitation Service. This has been subject to various restructuring activities over the years, and is now part of the Metropolitan Domiciliary Care. He has extensive experience in Community Geriatrics as well as acute and rehabilitation geriatric medicine. He is an active member of the Australian Society for Geriatric Medicine and the Australian Association of Gerontology and has served on the state committees of both organizations. Dr Bruno Franchi Dr Bruno Franchi

Dr Bruno Franchi obtained his FRACP in 2005 after completing his training through the Department of Geriatric and Rehabilitation Medicine at the Royal Adelaide Hospital. His MBBS was completed in 1997 through the University of Adelaide, South Australia. His current appointment is with the Department of Geriatric and Rehabilitation Medicine and is involved in managing the Acute Geriatric Inpatient Unit, along with a role in education, both with undergraduates (local and rural students) and postgraduates (physician trainees). His primary interest is in performing Geriatric assessments, particularly with regard to cognitive and neurological conditions. Speciality areas General Physician, Geriatrics.

VASCULAR SURGEON – MACKAY

Dr Frank Quigley

Dr Frank Quigley graduated MBBS from Adelaide Univers5iy in 1978, obtained FRACS in general surgery in 1985 and completed postgraduate course in vascular surgery in 1989. In 1990 Dr Quigley obtained an MS from Adelaide University and a diploma of Diagnostic ultrasound in Vascular in 1991. He served as a Staff Specialist and later Director of Vascular Surgery at the Royal Adelaide Hospital from 1090 to 1994 and then moved to Townsville. Currently Dr Quigley is a member of the board of Vascular Surgery at the royal Australian College of Surgeons and Chairman of Quality Management and Morbidity and Mortality committees at the Mater Townsville. Dr Quigley visits both the Mackay Base Hospital and the Pioneer Valley Private Hospital in Mackay.

RHEUMATOLOGIST – MACKAY

Dr Sumant KevatDr Sumant Kevat

Dr Sumant Kevat, MBBS (Monash), FRACP graduated from Monash University in 1975. Dr Kevat undertook his Rheumatology training in Brisbane, Oxford and Adelaide. Dr Kevat is currently Visiting Rheumatologist at the Royal Brisbane and Women’s Hospitals and Rheumatologist in private practice on Brisbane’s Northside based at Strathpine. Dr Kevat is actively involved at RBWH in teaching medical students and registrars, and regularly conducts general practitioner education sessions. Dr Kevat will visit Mackay quarterly and will be based at the Pioneer Valley Private Hospital.

Dr William (Bill) BoydDr Boyd

M.B.Ch.B. Dundee 1976, M.R.C.O.G.1982, F.R.A.C.O.G. 1986, F.R.A.N.Z.C.O.G.Dr Boyd has been in Private Practice in Mackay, Queensland since 1988. He is an Honorary Lecturer at James Cook University, North Queensland. Since 1988 Dr Boyd has offered a comprehensive, private, general Obstetrics and Gynaecology service to the Mackay region. Dr Boyd was born in Scotland and has worked and trained in Dundee, London and Cardiff.
In Australia Dr Boyd has worked as the Superintendent in Weipa, North Queensland, 1983, at the Queen Victoria Hospital, Adelaide, 1984 – 1985 and the Royal Adelaide hospital 1985 – 1986 before settling in Mackay. In Mackay Dr Boyd was the Director Obstetrics and Gynaecology, Mackay 1986 - 1988

General Gynaecology

Dr Boyd has many years of experience in General Gynaecology. That experience covers all ages and a wide range of women's conditions. Dr Boyd offers a comprehensive, directed investigation with good access to Pathology services. Dr Boyd works closely with colleagues in other medical disciplines such as General Surgery, Urology and with other Gynaecologists to optimise management of complicated conditions.

Special Interest Areas

Since 1988 Dr Boyd has offered in Mackay a microsurgical service to reverse both male and female sterilisations at the Pioneer Valley Private Hospital.
